The tooltip for entering IP addresses in Pelcro membership settings does not clearly explain the expected format (e.g. comma-separated, CIDR notation, one per line). This leads to formatting errors and failed configurations.

As a Pelcro admin, I want clear guidance in the IP address input tooltip showing the exact expected format and examples, so that I can configure IP-based access correctly on the first attempt.

A feature is done when:

✔️ Given the IP address input field in membership settings, when an admin hovers over or focuses on the tooltip, then it displays the expected format with at least one example (e.g. '192.168.1.0/24, one per line').
