Monitor, block, and receive alerts for sign up/user registration requests

🔍 Problem Statement

There is no way to monitor or block suspicious sign-up/registration activity in Pelcro. Admins cannot set alerts for unusual registration patterns (e.g. bursts from the same IP) or block abusive registrations, leaving the platform vulnerable to bot sign-ups and fraud.

💡 User Story

As a Pelcro admin, I want to monitor, block, and receive alerts for suspicious registration activity, so that I can prevent bot sign-ups and fraudulent account creation.

🎯 Definition of Done (DoD)

A feature is done when:

✔️ Given registration monitoring configured with rules (e.g. max registrations per IP per hour), when a registration attempt exceeds the threshold, then it is blocked and the admin receives an alert — and all registration attempts are logged for review.
