ACH payment method admin removal even it only saved payment method

🔍 Problem Statement

Admins cannot remove a saved ACH payment method from a customer account if it is the only payment method on file. This mirrors the same limitation as credit cards and prevents admins from honoring customer requests to remove their banking information.

💡 User Story

As a Pelcro admin, I want to remove a saved ACH payment method even if it is the only one on the account, so that I can fulfill customer data-removal requests without workarounds.

🎯 Definition of Done (DoD)

A feature is done when:

✔️ Given a customer account with a single saved ACH payment method, when an admin deletes it, then the payment method is removed and any linked subscriptions are transitioned to manual/invoice billing.
